FOOTBALL
All football contests shall be conducted under the rules of the National Federation of State High School Athletic Associations.

​MEDICAL SUPERVISORS

CLASS 1:    M.D. trained in sports medicine. Athletic Trainer certified by the National Athletic Trainers Association.
CLASS 2:    M.D. without training in Sports Medicine.  Paramedic, licensed Nurse, credentialed school nurse.  

Sec. 1   There shall be a limit of ten games in Varsity, Junior Varsity and Frosh competition.  EBAL will not have a 5th quart for Freshman   
              games.

Sec. 2   There shall be in attendance at all EBAL football games a Class 1 or 2 medical supervisor.  The medical supervisor shall be provided by
              the home team. See definition at the end of this section.

Sec. 3  Only freshman are eligible for the Frosh team.
  • No senior shall be eligible for Junior Varsity competition.
  • No more than one game in a calendar week
  • Freshman may only have one color jersey.
Sec. 4   We will follow NCS guidelines regarding summer workouts
Sec. 5   Each team must have two sets of jerseys.  Visiting teams must wear white    or light colored uniforms.  This applies to all football                         teams and the home team will change jerseys if there is a color conflict.  The referee shall decide is such a change is necessary.
Sec. 6    We will follow NCS guidelines regarding Spring practice..            
Sec. 7    Night games shall start with the first game at 4:30pm JV and the Varsity at 7:00pm. Varsity games will start 30 
                minutes after the conclusion  of the preliminary game.        
               Frosh night games start at 5:30 pm (frosh will have access to the field one hour prior to their game). 

Sec. 8      The home team shall be responsible for providing adequate police protection at each home contest.
Sec. 9      Where possible, a Junior Varsity and Varsity competition shall be played as a double-header. Frosh games shall be scheduled for
                Thursdays.

Sec. 10    Make-up games: In case of inclement weather, by mutual agreement, the game may be postponed. However, if by mutual consent
                 the game at the next available date in compliance with CIF/NCS bylaws.

Sec. 11    Field:
  • An adult timer must be provided for all football games.
  • Football field should be marked according to the National Federation High School Rule Book.
Sec. 12    Mouthpieces for all participants will be mandatory.  Exception: Only with written excuse from a doctor.
Sec. 13    The EBAL will adopt the NCS rule for conditioning.  
Sec. 14    One scrimmage will be allowed. This scrimmage shall be held only under CIF regulations regarding individual and team practice
                 requirements (number of days).
  • This scrimmage shall be held only after a team has had 10 practice days.
  • No kick-offs, returns, or punting situations shall be included.
  • This scrimmage should not be publicized nor admission charged.
Sec. 15    Exchanging of game films.  The two playing schools must exchange three game films (the previous three games) one week prior to
                 the game. COACHES NOT FOLLOWING THIS RULE MAY CAUSE THE GAME TO BE FORFEITED. Schools will be allowed to videotape
                 future opponents.

Sec. 16    NCS PLAYOFF REPRESENTATIVE:
  •  A team will receive two points for each league win and one point for a tie.  The total points at the end of the season will determine the representative
  • If a tie exists refer to the tie breaker system.
Sec. 17 Proposal Adopt a ten minute running clock (offensive and defensive) for freshmen at the conclusion of the frosh game.     
Sec. 18    Overtime:  The EBAL will use the NCS Overtime Procedure to determine a winner when the game is tied at the end of regulation
                 play. 

Sec. 19    Game ending procedures: Any contest that is suspended for any reason will continue from the point of interruption, unless
                 mutually agreed upon by the schools involved to end the contest (example- game out of reach and both schools agree to end the
​                 contest).

Sec. 20    ALL LEAGUE SELECTION PROCESS:Offensive Player of the Year - coaches may nominate and will vote  
Defensive Player of the Year - coaches may nominate and will vote 
Coaches will then select from their team their all league rep by their placement in league 
No honorable mention 
  1. Mountain (see below) 30 first team and 22 second team - 52 student athletes total recognition
    Valley (see below) 25 first team and 13 second team - 38 student athletes total recognition 
  2. Student athletes are nominated and confirmed by all league head coaches

  3. 1st (DLS due to EBAL bylaws)  = 9 1st team, 4 second team (combined offense and defense)  
  4. 2nd (EBAL league champion) = 9 1st team, 4 second team (combined offense and defense) 
  5. 3rd = 6 1st team, 4 second team (combined offense and defense) 
  6. 4th = 3 first team and 4 second team
  7. 5th = 2 first team and 3 second team
  8. 6th = 1 first team and 3 second team

  9. 1st  (EBAL Valley league champion) = 9 1st team, 3 second team (combined offense and defense) 
  10. 2nd = 7 1st team, 3 second team (combined offense and defense) 
  11. 3rd  = 5 first team and 3 second team
  12. 4th = 3 first team and 2 second team
  13. 5th = 1 first team and 2 second team
  1. Allow for an “opt out” with DLS for the 5 teams in Mtn. division on a rotation resulting from a draw.  A school will have to play DLS for 3 years and the 4th year they will not. Subsequent schedules will have 1 mtn school not playing DLS based on rotation.  Allows for some concession for teams playing CVC and DLS in same year.  2021 Monte Vista, 2022 San Ramon, 2023 California, 2024 Amador (if still in mountain) 

2021-2022 & 2022-2023 seasons the EBAL will be split into two divisions by competitive equity. Each division will receive an NCS designated Champion. Mountain would consist of; Cal, CVC,, DLS, AV, MV and SRV Valley would consist of; F, DV, Dub, Gra and Liv.  To determine divisions we would use the previous two year results. If a tie; Tie breaker 1 would be head to head; 2-best record the last year; 3- max preps rankings the last year.(10-1 vote on 3/28/19 this  bylaw was removed)
