E.B.A.L. EXPECTATIONS OF BEHAVIOR:
Sportsmanship preamble: The member schools of the CIF, EBAL are committed to providing a sportsmanlike environment for the students, coaches, and spectators.
Sportsmanship definition: A person who can take a loss or defeat without complaint, or victory without gloating, and who takes his/her opponents with fairness, courtesy, and respect. (CIF)
The following behavior is unacceptable at all CIF high school contests:
1. berating your opponent's school or mascot
2. berating opposing players
3. obscene cheers or gestures
4. negative signs
5. noisemakers
6. complaining about officials' calls (verbal or gestures)
Conduct:
The Principal of the school is responsible for the conduct of his players, school officials, students and crowds before, during, and after athletic contests. Reports of conduct that are unsafe and interfere with a game or would bring discredit to high school athletics should be reported to the commissioner.

The Ernie Berger Award will be presented to the school with the most championships for that school year.
SUPERVISION:
Supervision is required at the following contests by the principal or designee. 10/98-“should the visiting school administration or their designee not be able to be at the event then the home site supervisor of the game will assume the responsibility as co-supervisor along with the visiting teams coach until supervision from the visiting team arrives.”

ELIGIBILITY:
Sec. 1 Each school of the EBAL shall conform to the eligibility requirements of the North Coast
Section of the C.I.F.
Sec. 2 The principal of each school is responsible for determining current eligibility of its athletic
participants.
Sec. 3 If an ineligible player is used in any contest or individual event the entire contest will be
forfeited. In the event an ineligible player is used in a league meet eligible qualifiers will
advance to N.C.S., but team scores will not be counted.
Sec. 4 An appeal process is available for athletes that do not participate in the minimum number to
contests in order to be eligible for league meet consideration.
INVESTIGATIONS OF VIOLATIONS:
Any member school, through its Principal, may request an investigation of violation of the League rules and regulations. The Commissioner of the League shall ask the Principal of the school being investigated to submit pertinent data relative to the alleged violation. The investigation is to be carried out without publicity. The Principal of the complaining school must submit all complaints in writing. The Commissioner will present a report of investigations to the Board of Governors.
LEAGUE CHAMPIONSHIP RECOMMENDED MAXIMUM ADMISSIONS:
Plus EBAL Championships: $10.00 Adults, $5.00 Everyone else
These fees will be for Football (var & jv), basketball, (Stunt and Freshmen football $5) and EBAL Championship Events
Any money collected over and above the actual expenses of the EBAL Championships shall be turned over to the EBAL.
Participating school employees, with school and photo ID, will be allowed in to games free (no guests.) Not for EBAL Championship Events.
Additional sports schools charge for:
AV, F, L, G, Car, DV and Dub charge for volleyball and wrestling at $5 per entry
(If a school charges for one contest in a sport they must charge for all contests in that same sport.)

EXECUTIVE SESSIONS:
In the event a matter arises which includes personnel of the member schools, a call for a
closed executive session shall result in a meeting of the Board of Governors of the member
Schools. Amended executive session minutes will be released only to the Principals of the EBAL
member schools.
PROTEST POLICY:
Sec. 1 Notify all officials and head coaches of a suspected infraction of the rule(s). The intent to protest must be declared in writing before the officials and/or coaches leave the site of the contest. (Scorebook, scorecards, and other scoring documentation.)
Sec. 2 Have officials date and sign scorebook (in sports where a score book is used) noting that the game was protested. (Exception: track & field, tennis, golf, cross country and swimming & diving.)
Sec. 3 The written protest must go through the following channels and be signed by the:
Athletic Director or Principal . . . Files protest to Commissioner
Sec. 4 File a written protest- ,to the league commissioner, within 48 hours (not including weekends or holidays). The statement must include rule number on which the protest is based. If the protest occurs at the end of the season, the coach must speed-up the procedures to keep from interfering with league playoffs or championships.
Sec. 5 These policies are not intended to supersede protest procedures operative in the rule books of various sports. These policies are intended for those sports that do not have protest procedures.
Sec. 6. The league commissioner will review the protest and make a decision. The LC will notify all EBAL schools with the protest and the decision. Any school can appeal this decision within 2 days of notification unless at the end of the season, then must appeal immediately.
Sec. 7 If there is an appeal of the LC decision, The protest committee will consist of three Athletic Directors of schools not involved in the protest.
Sec. 8 Within five days after receiving the protest, a decision shall be made to the schools involved. The committee shall have the power to render that decision.
PRACTICE SESSIONS AND ATHLETIC CONTESTS:
Practice sessions and athletic contests are permitted during Winter and Spring vacations.
Teams may schedule practice games or tournaments that are to be played after the league season starts. If a game or games are added to a team's schedule because of early elimination from a tournament, the League Commissioner must be notified, in writing, before the games are played.
Athletes may only play on one level in a day/contest.
Seniors may participate on the following JV sports; Cross country, wrestling, track and field, swimming and diving, golf and tennis.
The number of contacts for each sport will be determined by the NCS Bylaws.
If a school has more than 1 team at a lower level, one of those teams will play the entire EBAL schedule. Players may not be moved up to join this team.
RECORDS:
League records shall be maintained by the League Commissioner (Varsity Only).
AWARDS AND CHAMPIONSHIPS:
Sec. 1 Champions in Varsity Teams only.
Sec. 2 Individual patch for first place only and certificates will be awarded to the first three places in the EBAL Meet (Track and Field, Swimming and diving. No ribbons will be awarded. Patches and certificates will be awarded to the first seven places in Cross Country(runners 8-14 will be 2nd team sand receive certificates. Golf, 6 places 1st team and 2nd team plus MVP, and 12 patches in Tennis (places 1,2 and semifinalists in open singles and doubles). Wrestling –1st place in each weight class receives a patch and certificate. If tie for 1st place- revote and if still a tie, the tie remains. Do NOT vote off ties for MVP or 2nd team.
Sec. 3 The following sports will have a first and second team plus honorable mention.
Any player nominated will receive no less than honorable mention.
Football, volleyball, water polo, soccer, basketball, baseball softball, lacrosse
Sec. 4 The MVP will be selected before the first and second team have been selected.
There will be no additional nominations. SB 5th place will receive 4 nominations.
Sec. 6 Each school will be assessed for the number of patches and certificates they receive.
Sec. 7 There will be no awards for non varsity teams.
TIE BREAKER SYSTEM: Used to determine EBAL designated champion for NCS Championships unless a sport has other tiebreaker system. *Exceptions to tie breaker* All ties for Cross Country, Wrestling, Swimming and Diving and Track and Field will be determined by their place in the EBAL Meet.
Sec. 1 Records-head to head in the tie.
Sec. 2 3 way tie Point differential among the tied teams.
Sec. 3 Last Round of play (if played twice)
Sec. 4 Lottery—if the coach or designee is not present at the pre-season coaches meeting, that school will receive the last number. If there are more than one coach absent, then the commissioner will draw for numbers. 10/19/00
BYLAW CHANGES: For a sport bylaw to be discussed it must have at least 50% support of the coaches for that sport.
GAME ENDING PROCEDURES: Any contest that is suspended for any reason will continue from the point of interruption, unless mutually agreed upon by the schools involved to end the contest (example- game out of reach and both schools agree to end the contest), EXCEPT- baseball and softball, if one team is ahead after 5 complete innings or the home team is ahead after 4 ½ innings have been played. Refer to golf for game ending procedures.
CHANGE IN TIME/DATE OF GAMES:
Beginning 2021, the process will be; coach to coach, AD to AD and then approved by both Principals. The final communication will be the Commissioner via email.
MAKE UP GAMES:
All league contests must be played as scheduled. If a school cannot play the contest as scheduled, it may be required to forfeit that contest by Board of Governors petition, unless otherwise provided for in these bylaws. Postponed outdoor contests must be made up on the next available school day.
SEASON STARTING DATE:
The starting date for all seasons will be determined by NCS and EBAL Bylaws.
NUMBER OF CONTESTS:
Maximum number of contests subject to NCS and EBAL Bylaws.
ALL LEAGUE:
All-league and post season meetings will be held, each season. At the pre-season coaches meeting they may decide on a date, time and location of their all league and post season meeting. Must be unanimous. If not decided then the meeting will be held, the Monday following the last NCS at large and seeding meeting. The meeting will be held at 7:00 PM at the school of records.
Sec.1 Any athlete that is removed from the team for NCS or school violation cannot be nominated for all league.
Sec. 2 The number of nominations for each sport will be determined by the principals/athletic directors and is in each sport bylaw.
Sec. 3 Nominations must be submitted to the League commissioner in writing prior to the last league scheduled game.
Sec. 4 All League will be based on the athlete’s league performance.
Sec. 5 Coaches may give back ground talks on each of the nominees prior to the vote. Other coaches may comment or ask questions about the opponent’s candidate. Coaches may NOT vote for their own players, unless a coach or representative is NOT present, then the remaining coaches will be allowed to vote for their own players. Coaches use all allowed votes. If a coach or representative does not show up for the meeting, coaches present may vote for their own players.
Sec. 6 An MVP will be selected in all team sports (sports without an individual, except golf, league championship event).
Sec. 7 Refer to golf bylaws for individual league tie-breaker.
Sec. 8 All coaches are expected to submit all league nominations by the deadline outlined on the form. If a school fails to submit by the deadline, that school will forgo the opportunity to be selected for player of the year, 1st, and second team. They will only be recognized as honorable mention.
Procedure for reporting an ejection:
b) Site director is to tell the coach the player ejected and the reason for the ejection.
c) The official or site director is to report the ejection to the league commissioner by fax within 24 hours.
2. The coach is to inform their school administration (Principal or Athletic Director) that night or the next morning the name of the person ejected and the reason for the ejection.

In the EBAL:
- Spectators are expected to treat players, coaches, and officials with respect. No personal, non-performance related comments will be tolerated. (For example, spectators saying "airball" would be tolerated but yelling "pizza face" at a player would not be tolerated.)
- Spectators must follow all host site rules, and therefore, follow direction, rules set by the administrators and/or designees from either school.
- Yells should emanate from the cheerleaders. (Schools should discourage impromptu yells, cheers, and comments from individuals or minor groups.)
- Full face painting is not allowed. Face painting may be done to show school spirit and only in one's own school colors.
- Spirit signs are allowed. Signs must be positive for one's own school and be kept in the designated area. Visiting school may also hang signs under the same aforementioned conditions. Visitors must abide by posting regulations of the host school.
- Only the home team band may perform
- Boasting/cheering about previous victories ("bragging rights") is not allowed. See CIF definition of Sportsmanship.
- No one will be allowed behind the baseline during basketball games. This includes cheerleaders. 10/13/16
Spectators: (CIF)
- Spectators are required to maintain a high degree of sportsmanship during athletic contests.
- Spectators must, at all times remain in the designated seating areas while a contest is in progress.
- No spectator is allowed to confront an official, coach, or player before, during or after an athletic contest.
- Volleyball/Basketball - spectators (6th man/student section) are not allowed to stand on the floor during the course of play
- The actions of a spectator, detrimental to the playing of the game, will be asked to leave and may cause forfeiture of that contest.
- Spectators are not allowed on playing area before the game, at halftime, or during the game.
- Spectators, mascots, cheerleaders, and players are expected to stay in designated school area.
- Spectators will not interfere with homecoming floats or performing bands.
- Spectators will not throw any objects on the playing area.
- Spectators are not allowed the use of noise makers during a game.
- The host school's PA announcer must abide by the same rules of conduct and sportsmanship as any spectator.
- Coaches are responsible for their own and players' actions.
Coach: (CIF)
- A coach will be expected to maintain high levels of sportsmanship, thus serving as an example to be emulated by players and spectators.
- A coach may be held responsible for the behavior of his/her personnel. Repeated misbehavior by team personnel may be considered a reflection of the coach's inability to control them.
Ernie Berger Spirit Banner:
The Ernie Berger Award will be presented to the school with the most championships for that school year.
- Schools from each division will receive points depending where they place. 5 points for 1st place, 4 pts. for 2nd, 3 pts. for 3rd, 2 pts. for 4th and 1 pt. for 5th place. A1- League champion receives one additional point.
- Non division sports; League champion receives 6 pts, 2nd place 5 pts, 3rd & 4th place 4 pts, 5th & 6th place 3 pts, 7th & 8th place 2 pts, and 9th & 10th place 1 pt.

HOST FOR PLAYOFFS:
- Quarter and semi-final games/matches will be played at the site of the higher seed. (If a tie, we will use the EBAL tie breaker procedure.
- Championship game/match:
- Higher seed is the host team. If a tie, we will use the EBAL tie- breaker procedure.

Anticipated expenses for athletic trainer, security and custodial must be approved by the EBAL.
The league commissioner will pay the officials.
EXECUTIVE SESSIONS:
In the event a matter arises which includes personnel of the member schools, a call for a
closed executive session shall result in a meeting of the Board of Governors of the member
Schools. Amended executive session minutes will be released only to the Principals of the EBAL
member schools.
PROTEST POLICY:
Sec. 1 Notify all officials and head coaches of a suspected infraction of the rule(s). The intent to protest must be declared in writing before the officials and/or coaches leave the site of the contest. (Scorebook, scorecards, and other scoring documentation.)
Sec. 2 Have officials date and sign scorebook (in sports where a score book is used) noting that the game was protested. (Exception: track & field, tennis, golf, cross country and swimming & diving.)
Sec. 3 The written protest must go through the following channels and be signed by the:
Athletic Director or Principal . . . Files protest to Commissioner
Sec. 4 File a written protest- ,to the league commissioner, within 48 hours (not including weekends or holidays). The statement must include rule number on which the protest is based. If the protest occurs at the end of the season, the coach must speed-up the procedures to keep from interfering with league playoffs or championships.
Sec. 5 These policies are not intended to supersede protest procedures operative in the rule books of various sports. These policies are intended for those sports that do not have protest procedures.
Sec. 6. The league commissioner will review the protest and make a decision. The LC will notify all EBAL schools with the protest and the decision. Any school can appeal this decision within 2 days of notification unless at the end of the season, then must appeal immediately.
Sec. 7 If there is an appeal of the LC decision, The protest committee will consist of three Athletic Directors of schools not involved in the protest.
Sec. 8 Within five days after receiving the protest, a decision shall be made to the schools involved. The committee shall have the power to render that decision.
PRACTICE SESSIONS AND ATHLETIC CONTESTS:
Practice sessions and athletic contests are permitted during Winter and Spring vacations.
Teams may schedule practice games or tournaments that are to be played after the league season starts. If a game or games are added to a team's schedule because of early elimination from a tournament, the League Commissioner must be notified, in writing, before the games are played.
Athletes may only play on one level in a day/contest.
Seniors may participate on the following JV sports; Cross country, wrestling, track and field, swimming and diving, golf and tennis.
The number of contacts for each sport will be determined by the NCS Bylaws.
If a school has more than 1 team at a lower level, one of those teams will play the entire EBAL schedule. Players may not be moved up to join this team.
RECORDS:
League records shall be maintained by the League Commissioner (Varsity Only).
AWARDS AND CHAMPIONSHIPS:
Sec. 1 Champions in Varsity Teams only.
Sec. 2 Individual patch for first place only and certificates will be awarded to the first three places in the EBAL Meet (Track and Field, Swimming and diving. No ribbons will be awarded. Patches and certificates will be awarded to the first seven places in Cross Country(runners 8-14 will be 2nd team sand receive certificates. Golf, 6 places 1st team and 2nd team plus MVP, and 12 patches in Tennis (places 1,2 and semifinalists in open singles and doubles). Wrestling –1st place in each weight class receives a patch and certificate. If tie for 1st place- revote and if still a tie, the tie remains. Do NOT vote off ties for MVP or 2nd team.
Sec. 3 The following sports will have a first and second team plus honorable mention.
Any player nominated will receive no less than honorable mention.
Football, volleyball, water polo, soccer, basketball, baseball softball, lacrosse
Sec. 4 The MVP will be selected before the first and second team have been selected.
There will be no additional nominations. SB 5th place will receive 4 nominations.
Sec. 6 Each school will be assessed for the number of patches and certificates they receive.
Sec. 7 There will be no awards for non varsity teams.
TIE BREAKER SYSTEM: Used to determine EBAL designated champion for NCS Championships unless a sport has other tiebreaker system. *Exceptions to tie breaker* All ties for Cross Country, Wrestling, Swimming and Diving and Track and Field will be determined by their place in the EBAL Meet.
Sec. 1 Records-head to head in the tie.
Sec. 2 3 way tie Point differential among the tied teams.
Sec. 3 Last Round of play (if played twice)
Sec. 4 Lottery—if the coach or designee is not present at the pre-season coaches meeting, that school will receive the last number. If there are more than one coach absent, then the commissioner will draw for numbers. 10/19/00
BYLAW CHANGES: For a sport bylaw to be discussed it must have at least 50% support of the coaches for that sport.
GAME ENDING PROCEDURES: Any contest that is suspended for any reason will continue from the point of interruption, unless mutually agreed upon by the schools involved to end the contest (example- game out of reach and both schools agree to end the contest), EXCEPT- baseball and softball, if one team is ahead after 5 complete innings or the home team is ahead after 4 ½ innings have been played. Refer to golf for game ending procedures.
CHANGE IN TIME/DATE OF GAMES:
Beginning 2021, the process will be; coach to coach, AD to AD and then approved by both Principals. The final communication will be the Commissioner via email.
MAKE UP GAMES:
All league contests must be played as scheduled. If a school cannot play the contest as scheduled, it may be required to forfeit that contest by Board of Governors petition, unless otherwise provided for in these bylaws. Postponed outdoor contests must be made up on the next available school day.
SEASON STARTING DATE:
The starting date for all seasons will be determined by NCS and EBAL Bylaws.
NUMBER OF CONTESTS:
Maximum number of contests subject to NCS and EBAL Bylaws.
ALL LEAGUE:
All-league and post season meetings will be held, each season. At the pre-season coaches meeting they may decide on a date, time and location of their all league and post season meeting. Must be unanimous. If not decided then the meeting will be held, the Monday following the last NCS at large and seeding meeting. The meeting will be held at 7:00 PM at the school of records.
Sec.1 Any athlete that is removed from the team for NCS or school violation cannot be nominated for all league.
Sec. 2 The number of nominations for each sport will be determined by the principals/athletic directors and is in each sport bylaw.
Sec. 3 Nominations must be submitted to the League commissioner in writing prior to the last league scheduled game.
Sec. 4 All League will be based on the athlete’s league performance.
Sec. 5 Coaches may give back ground talks on each of the nominees prior to the vote. Other coaches may comment or ask questions about the opponent’s candidate. Coaches may NOT vote for their own players, unless a coach or representative is NOT present, then the remaining coaches will be allowed to vote for their own players. Coaches use all allowed votes. If a coach or representative does not show up for the meeting, coaches present may vote for their own players.
Sec. 6 An MVP will be selected in all team sports (sports without an individual, except golf, league championship event).
Sec. 7 Refer to golf bylaws for individual league tie-breaker.
Sec. 8 All coaches are expected to submit all league nominations by the deadline outlined on the form. If a school fails to submit by the deadline, that school will forgo the opportunity to be selected for player of the year, 1st, and second team. They will only be recognized as honorable mention.
Procedure for reporting an ejection:
- Official or site director (if officials not used)
b) Site director is to tell the coach the player ejected and the reason for the ejection.
c) The official or site director is to report the ejection to the league commissioner by fax within 24 hours.
2. The coach is to inform their school administration (Principal or Athletic Director) that night or the next morning the name of the person ejected and the reason for the ejection.
- It is the coach’s responsibility to get the information on the ejection.
- The athletic director will complete the EBAL Notice of Ejection Form, have the principal sign and fax to the league commissioner.
NCS ejection appeal:
- School sends official request to appeal to league commissioner
- League commissioner determines in consultation with NCS office if a hearing is appropriate per the bylaws
- League commissioner gathers all information and creates a findings report for appeal committee
- Appeal committee will consist of (President elect, President, Past President). In the event one of those individuals are not able to participate and/or conflict of interest a substitute will be requested and/or the league commissioner may be the 3rd person.
- The appeal meeting will be run by the league commissioner and will create documentation as needed
