SOCCER
Sec. 1 Matches shall be played in compliance with the National Federation Rules.
Sec. 2 The purpose of the EBAL is to educate and develop student athletes as citizens and as players. To this end, every coach must become a positive factor in the development of the team and it's players, and must act as an example of professional conduct toward everyone.
Sec. 3 The coaches shall abide by the "Coaches Code of Ethics" as found in the National Federation Rules.
Sec. 4 The League shall operate in the season of sport, pre-season and postseason under the Rules of the California Interscholastic Federation-North Coast Section, National Federation Rules, and the Rules set down by the EBAL Board of Governors.
Sec. 5 The Head Coach of each program shall have the responsibility for the conduct of their programs. As a group, the head coaches have a responsibility to the league and shall act as a "Recommending Body” to the EBAL Board of Governors. The head coaches shall conduct meetings to the conduct and operation of the League and when appropriate submit recommendations in writing to the EBAL Board of Governors.
Sec. 6 The season of sport for soccer shall be regulated by the CIF-NCS Rules and by the EBAL Board of Governors.
Sec. 7 Varsity and J.V. Teams shall be limited the number of matches according to the NCS bylaws.
Sec. 8 Pre-Season and Post-Season shall be regulated by CIF-NCS and EBAL Board of Governors rule.
Sec. 9 Standings in the League shall be determined by wins, ties and losses. These results generate points: three points for a win. One (1) point for a tie. Zero(0) points for a loss. When all League games have been concluded, the team with the most points shall be declared the League Champion. 11/12/09
Sec. 10 Only freshman or sophomores may play on the girls frosh/soph team. Only freshman may play on the boys frosh team.
Sec. 11 The scoreboard clock during matches will stop with 2:00 minutes remaining in the 1st and 2nd half. At this point, official time will be kept by the center referee.
NCS PLAYOFF REPRESENTATIVES
Sec. 10 The winner of the league will automatically advance to the NCS Playoffs. The second place team will advance if the EBAL receives two automatic spots or allowed to apply for an at-large spot. If the EBAL is allowed another spot the 3rd place team would get that spot.(and so on)
Sec. 11 It shall be the responsibility of each school to submit a complete schedule including all pre-season, scrimmage, alumni, out of league and tournament games, in addition to the regular EBAL schedule, not later than the pre-season EBAL coaches meeting. This schedule must be typewritten on school letterhead and submitted to the League Commissioner.
Sec. 12 All rescheduling must be done only by the consent of the Athletic Directors of the schools involved. Rescheduled games must be made up within 48 hours or on the next available date. No teams shall play more than three games per week. If a game is rained out and cannot be made up within the 48 hours the visiting team will be given the option to host the game, but retains "visitors status."
Sec. 13 Opposing coaches will exchange rosters prior to their first EBAL match and thereafter prior to any match when a change in the roster occurs.
Sec. 14 It is the responsibility of the home team school to provide safe, adequate facilities clearly marked in compliance with National Federation, CIF-NCS, and EBAL rules. In doing so, the home team school will act with a sense of fair play and sportsmanship toward the visiting team.
Sec. 15 The field shall be marked strictly in accordance with the National Federation Rules and shall meet the minimum standards of the size from those rules.
Sec. 16 Team benches and scorer’s tables shall be in full compliance with the National Federation recommendations as diagrammed and
defined in the current rule book. A scorer’s table shall be placed between the team benches according to specifications. The table must be equipped with an air horn to signal the referee that a substitute is ready to enter the game.
Sec. 17 Each home team shall supply a minimum of three (3) balls of like kind quality and distributed in the following manner. One ball in play and two (2) balls (one at each net or both at mid-field).
Sec. 18 Effective with the 2018‐19 season, the home team will wear dark jerseys and socks, and the visiting team will wear solid white jerseys and solid white socks. This uniform change was one of nine rules revisions recommended by the National Federation of State High School Association’s (NFHS) Soccer Rules Committee at its January 22‐24 meeting in Indianapolis. All changes were subsequently approved by the NFHS Board of Directors
Sec. 19 Numbering shall comply with the National Federation rules. There shall be numbers on the front of the uniforms complying with
the above rules.
Sec. 20 Shin guards are mandatory for all players in the game.
Sec. 21 Goalkeepers will comply with the National Federation Rules.
Sec. 22 No varsity game shall be played without two (2) referees from the association serving the EBAL. In case of an emergency, referees may be taken from the J.V. game to officiate the varsity game and the J.V. game will be made up later at the mutual agreement of the respective school's athletic directors.
Sec. 23 The referees are responsible for ensuring compliance with the rules of the National Federation, NCS-CIF, and EBAL.
Sec. 24 The, home team timer will be the official timer, if it has a visible timing device. If the school does not a visible timing device, the time
will be kept by the head referee.
Sec. 25 Game ending procedures: Any contest that is suspended for any reason will continue from the point of interruption, unless mutually agreed upon by the schools involved to end the contest (example- game out of reach and both schools agree to end the contest).
SOCCER MVP and ALL LEAGUE
Sec. 1 Player of the Year will be voted on first and then followed by the 1st and 2nd team voting.
Sec. 1 There shall be an MVP, first and second team and honorable mention. Any player nominated, but doesn't make the All-League First or Second Team will be awarded honorable mention.
Sec. 2 There will be an 11 player all league team. (10 players plus a goalie. The girls have decided to honor 4 defenders, 4 midfielder, 2
forwards and one goalie. The boys have decided to honor 3 defenders, 5 midfielders, 2 forwards and 1 goalie.
Sec. 3 If a player, in the EBAL season has received one(1) red card plus two(2) yellow cards or one(1) red card for fighting they cannot be nominated for the all league team.
Sec. 4 Nominations must be submitted to the League Commissioner in writing on the date requested by the commissioner.
Sec. 5 Coaches may give back ground talks on each of the nominees prior to the vote. Other coaches may comment or ask questions about the opponent's candidates. Coaches MAY NOT vote for their own players. Coach must use all allowed votes.
Sec. 6 Each coach will vote for first and second team players in each position, awarding 10 points for first team and 5 points for second team. Coaches MAY NOT vote for their own players. Coach must use all allowed votes.
Sec. 7 In case of a tie, run off vote will be taken for 1st team only.
Sec. 8 Number of nominations:
- 1st place = 8
- 2nd place = 7
- 3rd place = 6
- 4th place = 5
- 5th thru last place= 4
